Firstly, there's no real etiquette for claiming land outside of your own country. I mean, people here, including me have done it! (The only real rule with claiming land is: don't claim any land already claimed by another.)

Secondly, there isn't any problem with claiming populated land. In fact, almost everyone here has or had claimed a city, town or some other populated area! :P

Thirdly, 500 sq km is a bleepton for a micronation. Radon (my micronation) is about 190 sq km and is already considered very, very big.

To come back to your first question: It's super easy to claim land. Just claim it! (Most people here annex land and then make it a province.) Just don't claim somebody else's land.

The main thing that separates micronational wars from actual wars or conflicts is the lack of dead people. If there were deaths, the police of the macronation the conflict takes place in would have likely seen it as murder or a gang fight :P
